Job Description:

  • Along with ensuring that accountability mechanisms are mainstreamed in all programs in accordance with the Country Office’s Accountability Standard Operating Procedures and KPI reporting, the MEAL Assistant Accountability will support and assist the MEAL Specialist Accountability. With the goal of learning from and improving programs, the candidate will specifically support the MEAL Specialist Accountability in making sure that all programs have mechanisms for accountability to donors, beneficiaries, and other stakeholders and that staff members are qualified to perform the necessary accountability tasks.
  • The MEAL Assistant Accountability will support the Afghanistan Country Office’s area offices in integrating child-friendly, gender-sensitive, inclusive, accessible, and appropriate accountability systems (including information sharing and Feedback and Reporting Mechanisms), encourage child participation, and oversee the hotline system in order to put the children and communities we serve at the center of our work. To ensure responsibility to children and communities, the MEAL Assistant responsibility will collaborate closely with the MEAL, Child Safeguarding, and program teams (Child Rights Programming and Child Rights Governance teams).
  • The post holder will be required to work beyond the typical role profile and be prepared to adjust working hours in the case of a serious humanitarian disaster.
  • The main areas of accountability and responsibility of this post is to implement Monitoring, Evaluation, Accountability, and Learning activities at the Country Office. Details are below.
  • Assist the MEAL Specialist Accountability to develop and/or adapt the associated tools required to implement the accountability and participation minimum requirements to ensure that roll-out is standardized across operational areas (e.g., information sharing guidance and materials, feedback and reporting channel guidance, Feedback Handling Standard Operating Procedure, Feedback Database, child-friendly methodology guidance etc).
  • Assist MEAL Specialist Accountability in carrying out accountability assessments and ensuring that all key accountability elements are included in relevant evaluations.
  • Ensures that the accountability hot lines are up and running all the time and responds to all incoming calls, text messages and WhatsApp messages received.
  • Prioritize protection principles, respect, and confidentiality in responding to callers.
  • Provides accurate and timely information to the complainants/ beneficiaries and registers the details of each call in the accountability database on the spot.

What are KEY AREAS OF ACCOUNTABILITY for this NGO Job position?

  • Keeps a record of all the complaints and comments that are received via the various accountability systems (such as feedback boxes) on the online accountability database.
  • Assume accountability for the right execution of all helpline operating protocols and forward all cases to the relevant responsible parties in compliance with those protocols. 
  • Ascertain that every matter reported to the management team is followed up on until the case is closed.
  • Respond politely and expertly to beneficiaries’ inquiries via the hotline.
  • Take information out of the complaint/feedback boxes, input it into the databases, make sure the data is sent efficiently, and save it for later use.
  • As part of accountability studies, conduct phone surveys to learn about beneficiaries’ experiences utilizing the hotline and other feedback and response methods.
  • Make technical support visits as needed to help the MEAL Specialists provide local offices with remote technical assistance for implementing accountability and participation initiatives.
  • Encourage an organizational culture that really answers to the kids and the communities in which they live.
