In order to work with a top UN agency on a multi-year third-party monitoring (TPM) contract spanning all 34 provinces of Afghanistan, ARM Consulting is looking for experienced Senior M&E Consultants to join our team. The appointed individuals will assume a pivotal function in spearheading the development, execution, and oversight of surveillance missions to guarantee the effectiveness and significance of the project.

Job Requirements:
- a master’s degree in statistics, business administration, project management, or other relevant discipline;
- seven years of experience working in Afghanistan’s development sector, with an emphasis on project management, research, and M&E;
- proficiency in written and spoken English, as well as
- It is preferable to be familiar with SPSS or any other data analysis program.

What are the Responsibilities for this job?
- creating monitoring strategies in close consultation with the customer and keeping them up to date;
- Work closely with the client to arrange for the delivery of the project material, such as the financial reports, narrative progress reports, logical framework, project proposal, and so on, in order to conduct a literature study;
- Prepare a preliminary short report outlining the project’s progress, major achievements, difficulties faced, important stakeholders, etc. after doing a literature analysis of the project papers;
- attended the briefing with the appropriate UN agency to get insight into their expectations for the monitoring missions and to enhance comprehension of the project’s background;
- putting together reports on the launch of monitoring missions;
- creating a monitoring matrix based on the following DAC/OECD criteria: cross-cutting concerns (gender, disability, environment, etc.), relevance, efficiency, effectiveness, impact, sustainability, coordination & coherence;
- assisting in the creation of superior, contextualized monitoring instruments (such as KII and FGD guides, surveys, etc.) in accordance with the requirements for monitoring;
- testing the monitoring instruments in advance of starting fieldwork;
- creating timetables for fieldwork;
- To get firsthand proof of project execution, do fieldwork and spot inspections with the national or international NGOs that are the implementation partners;
- conducting in-depth interviews with beneficiaries, local leaders, and other relevant stakeholders, as well as members of the project implementation team at the federal and provincial levels;
- doing a financial study of the project to assess its value for the money and efficiency;
- carrying out thorough data analysis to provide triangulated important project results;
- creating excellent monitoring reports, with an emphasis on using language that is gender-neutral and results-focused;
- completing the report and holding validation workshops with members of the project implementation team and UN agencies to confirm the draft main findings;
