In 1988, the IRC launched its national program in Afghanistan. Our programs include a wide variety of topics, including child safety, education, economic wellness, health, and power. They also include early recovery and development initiatives. With more than a thousand employees, the IRC operates in ten provinces throughout Afghanistan, including some of the most unstable ones in terms of security.
Job Description:
- Project Administration:
- Oversee the development, execution, and oversight of livelihood initiatives in accordance with the aims and objectives of the programs.
- Create and oversee thorough project work plans to guarantee that project milestones are delivered on schedule.
- Monitoring, Assessment, Liability, and Education (MEAL):
- installation of a strong MEAL system to monitor program metrics, evaluate results, and guarantee responsibility.
- To gauge the success of programs and pinpoint areas in need of development, conduct assessments and evaluations on a regular basis.
- Financial management and budgeting:
- Maintain program budgets and track them to make sure resources are used efficiently.
- Keep an eye on spending (Budget VS Actual – BVA), review financial statements, and make sure donor and IRC financial requirements are being followed.
- Excellent Reporting Ability:
- Provide thorough internal reports for both internal and external users.
- Create case studies, success stories, and lessons learned using data and proof.
- Building Capabilities and Engaging the Community:
- Involve communities in order to determine possibilities and requirements for livelihood.
- Create and implement capacity-building programs, such as seminars and training sessions.
- Establishing Partnerships:
- Establish and preserve alliances with relevant parties, such as governmental offices, community-based groups, and implementing partners (IPs).
- Work together with partners to maximize resources and knowledge for the accomplishment of the program.
- Creative Design of Programs:
- Participate in the creation of creative and long-lasting livelihood initiatives.
- Keep up with the latest developments and industry best practices in the livelihood field.
- Women and Social Integration:
- When designing and implementing programs, take socially inclusive and gender-sensitive methods into consideration.
- Make sure disadvantaged populations actively participate in program activities.
- Respect for Standards:
- Assure adherence to donor specifications, industry norms, and organizational rules.
- Uphold moral principles and encourage an accountable and transparent society.
- Sensitivity to Conflict:
- To lessen any possible negative effects, include conflict-sensitive design and implementation strategies into your program.
- Organizing and Communicating:
- Organize in concert with both external partners and internal departments to promote program synergies.
- Effectively communicate with stakeholders, beneficiaries, and other team members.

- Carry out any additional tasks that the supervisor assigns you.
Extra/Different obligations and liabilities:
- Participate in and oversee the execution of the comprehensive annual and monthly action plans for the ERD program, which include thorough schedules, metrics, and resource recommendations.
- Encourage local economic recovery to help disadvantaged families and communities by improving their standard of living, creating jobs, and ensuring their access to food.
- Encourage inclusive economic development while concentrating on establishing conditions that facilitate market access.
- fostering and building connections between producer associations and other participants in the market (wholesalers, processors);
- Â Work with other senior staff members to integrate the program with the Food Security programming in particular, making sure that both are aiming for the same goals and that their effects are amplified and mutually supportive.
- Plan and carry out trainings on animal husbandry, poultry production, and animal illnesses for the appropriate personnel.
- Support the ERD Field Team and assist in strategic decision-making related to beneficiary selection criteria, village/community selection, and support modalities.
- In order to respond to the impact group’s current education and experience levels, collaborate with pertinent vocational service providers to provide specialized vocational training at various levels (based on the findings of the job market studies and vocational needs assessments).
- Make sure that the best tools for efficient project cycle management—such as work plans, expenditure plans, procurement plans, etc.—are used to execute IRC Economic Recovery projects.
- Assist ERD cash, agricultural, livestock, and livelihoods programs in the target regions with managerial and technical assistance in compliance with IRC policy and best practices.
- Take part in a range of field evaluations and questionnaires, such as baseline, pre-post, and needs assessments.
- Provide technical support to provincial and country offices on sustainable livelihoods through both periodic and ad-hoc assistance to field colleagues, including frequent field visits to sites.
- Ensure the quality implementation of the project and ensure accountability of programming through maintaining oversight of policy compliance (implementation tracking documentation, beneficiary receipt signatures, etc.) and through the promotion of beneficiary and local authority involvement.
- Recommend new initiatives which lead to greater impact of the livelihood activities of the project.
- Ensuring strategic direction of project operations, day to day management and delivery of the Project’s components.
- Participate in all internal and external (coordination) meetings representing the project.
- Establish and maintain firm relationship with the MAIL, MoEc, and other relevant departments for issues related to the project implementation and activities.Â
- Prepare inception reports, work plans and regular donor progress and impact reports for the project.
- Ensure the achievement of outputs in line with the approved work plan through the day-to-day planning, management coordination and implementation of activities.
- Ensures that all programming is initiated on Rights Based approach and that program resources are used in a balanced way.
- Preparation of high-quality project documents and proposals and encouraging adequate peer review of the same through established mechanisms.
